The Anne Arundel County Mental Health Agency, Inc. (AACMHA) is seeking a provider, or multiple providers, to provide RRP services to twenty-two (22) Intensive level of care beds and three (3) General level of care beds, at or above the standards.
A provider may submit a proposal for all 25 RRP beds or for a portion of the 25 beds. AACMHA reserves the right to award the beds in the allocation and geography that best suits the needs of the community.
Offeror must include the number of ADA compliant units for which they intend to apply. The beds/units are to be in single family homes, duplexes, town homes, condominiums, or apartments. Preference may be given to offerors which house no more than four individuals in a unit and with individuals in their own bedroom.
The provider will ensure the ability to provide both RRP and PRP services. The RRP and PRP services must be billed to the Administrative Service Organization (ASO), there are no grant funds for these services.
A pre-bid conference will be held via Zoom at 10:30 am on April 19, 2022. The purpose of the conference is to address questions concerning the expectations of the project. All interested parties should register via email to cbednarczyk@aamentalhealth.org by April 15, 2022.
All questions not answered at the Pre-Bid Conference should be submitted in writing via email to cbednarczyk@aamentalhealth.org by 4:00 pm on May 9, 2022.

This RFP seeks to address the challenges that COVID-19 has brought to the forefront for those with significant mental health issues with the development of an Assertive Community Treatment (ACT) / Mobile Treatment Services (MTS) team in an underserved area of Maryland: The Tri County region of Calvert, Charles, and St. Mary’s Counties.
The ACT/ MTS team will give priority to people diagnosed with schizophrenia, other psychotic disorders, or bipolar disorder because these illnesses often cause long-term psychiatric disability. People who have high use of acute psychiatric hospitalizations, co-occurring disorders, high risk of, or current interaction with the legal system, experience homelessness and housing insecurity and are unable to be served by traditional outpatient services will also be prioritized.
The AACMHA is seeking a provider that is interested in establishing and operating a new Assertive Community Treatment/Mobile Treatment Services team in Calvert, Charles, and St. Mary’s County, at or above the standards included in:
1. Federal Medicaid requirements and State Medicaid Plan Requirements for this service,
2. Applicable COMAR requirements, including but not limited to 10.63 and 10.09.36.03,
3. Requirements of the AACMHA and the Five County Collaborative,
4. Statements made in the reply to this Request for Proposals (RFP),
5. BHA’s requirements for ACT teams, and
6. The Tool for Measurement for ACT (TMACT).
