This RFP seeks to address the challenges that COVID-19 has brought to the forefront for those with significant mental health issues with the development of an Assertive Community Treatment (ACT) / Mobile Treatment Services (MTS) team in an underserved area of Maryland: The Tri County region of Calvert, Charles, and St. Mary’s Counties.

The ACT/ MTS team will give priority to people diagnosed with schizophrenia, other psychotic disorders, or bipolar disorder because these illnesses often cause long-term psychiatric disability. People who have high use of acute psychiatric hospitalizations, co-occurring disorders, high risk of, or current interaction with the legal system, experience homelessness and housing insecurity and are unable to be served by traditional outpatient services will also be prioritized.

The AACMHA is seeking a provider that is interested in establishing and operating a new Assertive Community Treatment/Mobile Treatment Services team in Calvert, Charles, and St. Mary’s County, at or above the standards included in:
1. Federal Medicaid requirements and State Medicaid Plan Requirements for this service,
2. Applicable COMAR requirements, including but not limited to 10.63 and 10.09.36.03,
3. Requirements of the AACMHA and the Five County Collaborative,
4. Statements made in the reply to this Request for Proposals (RFP),
5. BHA’s requirements for ACT teams, and
6. The Tool for Measurement for ACT (TMACT).

A pre-bid conference will be held on January 24, 2022, at 10 am via Zoom Video Conference. The purpose of the conference is to address questions concerning the expectations of the project. All interested parties should register with the Anne Arundel County Mental Health Agency, Inc. by January 21, 2022 via email to cbednarczyk@aamentalhealth.org.

The deadline for submission of proposals is 3:00 pm EST on March 14, 2022 at Anne Arundel County Mental Health Agency, Inc. (AACMHA). Please submit (1) one hard copy and (1) one electronic copy of the Offeror Qualifications, Technical Proposal, and Budget Analysis.An electronic copy can be emailed or provided on a flash drive in either .doc or .pdf to cbednarczyk@aamentalhealth.org.

Suicide among Service Members, Veterans, and Families (SMVF) is a public health crisis that requires evidence-informed public health strategies to reduce the number of SMVF who die by suicide. Suicide rates are 52% higher among Service Members and Veterans than the civilian population as outlined in the National Veteran Suicide Prevention Annual Report (2021).

The Anne Arundel County Mental Health Agency, Inc. (AACMHA) as contracted by the Maryland Department of Health (MDH), Behavioral Health Administration’s (BHA) Maryland’s Commitment to Veterans (MCV) and in collaboration with the Department of Veterans Affairs (VA), American Foundation for Suicide Prevention (AFSP), and other key national and state agencies is are working collaboratively to increase the awareness of culturally competent safety planning through training and education targeting medical providers. However, this content is not currently being facilitated on a regular basis or with consistent messaging.

To ensure that medical providers are equipped to support the Service Members, Veteran and Family (SMVF) community, AACMHA is seeking a company to provide a training curriculum and portal that sets a standard of knowledge for those supporting SMVF with safety planning. Specific focus on military culture, trauma informed care, and lethal means safety must be utilized throughout the effort. Further, the curriculum will be marketed as a collaboration among multiple entities under one brand and be the recognized training for medical providers in Maryland.

Proposals are due on or before 3:00 PM EST on February 28, 2022

Pilot program to be ready for implementation on or before June 1, 2022
with full implementation by December 1, 2022

The term of this contract shall be March 1, 2022 through February 28, 2023.
