The ANNE ARUNDEL COUNTY MENTAL HEALTH AGENCY (the AACSA) has up to $12,500 of purchase of services funds for Maryland Fiscal Year 2012 for mental health evaluation services and other behavioral health services to eligible individuals who are involved in the criminal justice system as identified and referred by the Health Department.
Persons in detention often have co-occurring mental health and substance use disorders. Many times these problems have contributed to the person’s involvement with the Criminal Justice System.
We are looking for Behavioral Health Professionals licensed to diagnose and evaluate as defined in Health Occupation are sought to assess and make treatment recommendations for Anne Arundel County Defendants who have been court ordered to undergo an evaluation pursuant to a Health General §8-505 order.

All requests for authorization must be submitted on or before the date the service(s) will begin. If authorization is not requested before the start date of services, any requests for medically necessary services will be authorized by the Administrative Service Organization (ASO) from the date the request is made to the end date that is clinically indicated. Separate from the authorization process, a provider may submit a formal complaint about the ASO not backdating a request for authorization by calling the ASO’s customer service line at 1-800-888-1965. If pre-authorization is not obtained then the request for service(s) will be administratively denied by the ASO.
Administrative denials may be appealed to the Mental Hygiene Administration (MHA) when the provider believes that an exception to the rules is justified. This kind of appeal though should not be the norm.
Retrospective reviews for medical necessity will only be considered in cases where the consumer received medical assistance after the service was provided or in rare cases where the authorization request could not be processed by the ASO in a timely manner.

Provider Readiness and Capabilities Assessment.
This is an important opportunity to gather data on how ready and capable providers are to thrive in the emerging business environment. MADC will receive a final report that will identify any gaps that exist and help inform our technical assistance and other provider activities.
We are very fortunate to be able to participate in this assessment and do so for no additional costs to our association or members. All costs are being covered by SAAS. Beyond our ability to utilize the resulting data, SAAS is using the data to advocate to SAMHSA on behalf of providers.

Why are we conducting this assessment?
In light of the seismic shift to behavioral health funding and business models that are required in the wake of Health Care Reform, it is critical:
- That providers themselves have a clear understanding of their readiness and capability to adapt to ongoing changes
- That policy makers are aware of the technical assistance providers may need, and we help you receive it.
- The data collected through your generous participation will serve to protect and improve the Behavioral Health field as a whole, as well as assist individual providers to capitalize on the emerging opportunities.
What are we requesting from you?
- To set aside 20-30 minutes to fully complete the assessment. We must achieve participation across the full spectrum of SUD providers in order to accomplish this goal.
- Please enter one individual's contact name, organization and email address at the end to receive your private organization's score and be entered to win free conference registration or a Kindle. This person will be the key contact but can ask other members of the organization to assist in completing the assessment as necessary. Medicare Provides Assistance to Help Low-Income Beneficiaries Get Big Savings on Prescription Drug Costs Washington DC, August, 9, 2011 – Some Medicare beneficiaries could qualify for assistance with their prescription drug costs, and be eligible this year to pay no more than $2.50 for generic drugs and $6.30 for each brand name drug. The steps and requirements beneficiaries can take to check if they qualify for the Medicare Low-Income Subsidy Program (also known as LIS or “Extra Help”) are simple and may be done by phone or online. The Centers for Medicare & Medicaid Services estimates that more than 2 million people with Medicare may be eligible for the subsidy, but are not currently enrolled to take advantage of these savings. Changes resulting from the Medicare Improvements for Patients and Providers Act (MIPPA) of 2008 made it easier for Medicare beneficiaries to qualify for “Extra Help” by changing the way income and assets are counted. As of last year, the Social Security Administration, which determines eligibility for the program, does not count life insurance policies as a resource for eligibility purposes. In addition, help received from family and friends to pay for household expenses like food, mortgage, rent and utilities does not count as income. “The eligibility requirements are more flexible than they were a couple of years ago, ‘Extra Help’ can be lifesaving for someone who needs prescription drugs and needs help with the cost,” said Dr. Don Berwick, CMS Administrator. “If you were turned down for ‘Extra Help’ in the past due to income or resource levels, you should reapply. If you qualify, you will receive help paying for Medicare prescription drug coverage premiums, copayments and deductibles.” To qualify, Medicare beneficiaries’ incomes must be less than $16,335 a year (or $22,065 for married couples) and have resources limited to $12,640 (or $25,260 for married couples). Resources include bank accounts, stocks, and bonds, but do not include a beneficiary’s house, car, or life insurance policy. There is no cost to apply for “Extra Help.” Medicare beneficiaries, family members, trusted counselors or caregivers can apply online in English and Spanish at www.socialsecurity.gov/prescriptionhelp. Beneficiaries may also call the Social Security Administration at 1-800-772-1213 (TTY users should call 1-800-325-0778) and ask for the Application for Medicare’s Part D Extra Help. Medicare beneficiaries can also receive assistance in their local communities from their State Health Insurance Assistance Program (SHIP), Area Agencies on Aging (AAA), the Aging and Disability Resource Centers (ADRC) and many tribal organizations. For information about contacting your AAA, ADRC or SHIP go to www.eldercare.gov. Local SHIP contact information can be found online at www.medicare.gov/contacts/organization-search-criteria.aspx.
